The overall scope of services will include conducting a study on solar manufacturing/assembly in the Desert to Power (DtP) Sahel countries, namely (Burkina Faso, Chad, Djibouti, Eritrea, Ethiopia, Mali, Mauritania, Niger, Nigeria, Senegal and Sudan) in line with the Bank’s High 5 priorities (Light up & Power Africa, Industrialize Africa, Integrate Africa and Improve the quality of lives of Africans).

The African Development Bank (the Bank) hereby invites Firm Consultants to indicate their interest in the following Assignment: “Study on Solar Manufacturing Potential for Desert to Power Sahel Countries.”

Top 10 Solar Panel Companies Driving the Renewable Energy Revolution

The overall scope of services will include conducting a study on solar manufacturing/assembly in the Desert to Power (DtP) Sahel countries, namely (Burkina Faso, Chad, Djibouti, Eritrea, Ethiopia, Mali, Mauritania, Niger, Nigeria, Senegal and Sudan) in line with the Bank’s High 5 priorities(Light up & Power Africa, Industrialize Africa, Integrate Africa and Improve the quality of lives of Africans).

The studies objectives are to:

Explore the advantages and viability of manufacturing/producing solar panels indifferent countries within andaround the Sahel to capture all the opportunities andpotential for every component linked to solar industry (modules, Balance of Systems(BOS), including inverters, batteries, other components using local materials from thecontinent.

Assess the role that solar component manufacturing (at different scales) could play inthe structural transformation of the economies of the 11 DtP countries.

Determine the viability and bankability of localized production and/or assembly ofSolar PV components and to assesswhich countries (i) have a better Return onInvestments (ROI) and (ii) are capable to support the development of a sustainable solarmanufacturing industry

Determine the solar production capacity of different countries within and around the Sahel, notably by doing an international benchmark of solar components manufacturingand prepare a market opportunities assessment and, where possible, identify opportunities for regional manufacturing and assembly.

The Renewable Energy and Energy Efficiency (PERN) Department invites eligible and interested consulting firms or associations of consulting firms to provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, reference of similar services, experience in comparable assignments, availability of qualified personnel, etc.). A technical and financial proposition will be requested thereafter from the shortlisted consultant firms.

The eligibility criteria, short-listing and selection process shall be in accordance with the Bank’s Rules and Procedures for the Use of Consultants under Bank Group-financed projects available on the Bank’s website at http://www.afdb.org. Please note that the expression of interest by a consulting firm does not imply any obligation on the part of the Bank to include it in the short list. The recruitment of the consulting firm is subject to the approval of the Renewable Energy and Energy Efficiency Department and other structures of the AfDB.

It is expected that interested Consultant firms shall already be registered or should register in the Bank’s DACON System for consultants. The consulting firms on the shortlist will be judged on the following criteria:

Criteria Score: General qualification and experience; Similar experience related to the assignment’s objective as described including details of strengths, expertise, and any other information you consider relevant; Confirmation of availability of key experts within the personnel of the firm during the period planned for the execution of the contract including a materials exploitation and equipment manufacturing expert Renewable Energy Policy Expert, Energy economist, Industrial Policy Expert, and research expert.
