National Consultancy: Costing for full coverage of early childhood education (ECE)
The United Nations Children’s Fund (UNICEF) in Phnom Penh, Cambodia is looking for a national consultant for costing for full coverage of early childhood education (ECE) with the following purpose. The purpose of this consultancy is to inform education planning and budget advocacy through producing evidence on fiscal space and costing options for scaling up ECE toward achieving full coverage by 2030 or earlier.
The consultancy will contribute to advancing UNICEF’s advocacy and ambition of universal access to at least one year of quality ECE for all children, as well as to the development of practical tools to support the government in articulating their financing commitment and framework for ECE to meet or exceed the SDG 4.2 target ahead of 2030 with affordable cost.
The main objective of this consultancy is to produce costing options and report toward reaching full coverage (100%) of early childhood education for children aged 5 years and 3 – 5 years. This costing options exercise focuses mainly on government budget options at national and sub-national level; however, the role of private sector shall be mentioned in the report based on literature review and existing data sets.
While the costing aims at full coverage of children below 6 years of age by 2030, different options will be explored with children aged 3-5 and children aged 5 years interacting by different relevant parameters at varying degree of target.
The costing exercise thus will involve multiple costing options and extensive consultations with key partners particularly Ministry of Education, Youth and Sport and General Secretariat of National Committee for Early Childhood Care and Development (GS of ECCD) and provincial departments of education, youth and sports, Ministry of Interior and Ministry of Economy and Finance.
The options shall consider transition plan and phase approach depending on available fiscal space toward reaching full ECE coverage prior to CSDG 2030 or by CSDG 2030.

Consultant – F2F (Face-to-Face) Donor Acquisition, UNICEF Thailand Country Office, Bangkok, Thailand, Job No# 561815
The Global F2F Strategy recommends to all markets that risk to acquisition volume should be mitigated by not relying on F2F agencies and that in-house teams should be the primary acquisition income.
UNICEF Thailand Country Office (TCO) wants to urgently work towards these global recommendations as acquisition volume in Thailand has historically come from agencies. Currently, one agency recruits at a higher level than in-house, but they still need time to develop industry benchmark retention. The second agency has remained stagnant in the last two years and provided less than 20% of its targets agreed for each calendar year.
The Thai market also has no other options to add another agency to improve the agency portfolio. Therefore, the agency portfolio is weak, so the performance of in-house teams is critical to the F2F channel. Overall, this situation is a high risk for TCO and needs to be addressed.
TCO needs a F2F (Face-to-face) Donor Acquisition consultant to provide expertise TCO has not been able to find in the Thailand market since in-house started in 2018. The consultant is needed to work with the F2F team to strengthen all their systems and processes and develop their employees.
The consultant’s long-term goal is to scale the in-house F2F operation to ensure in-house income is significantly greater than agency income, which will minimize acquisition volume risk for Thailand for F2F and the individual giving program overall.

UNICEF is advancing several prospective pathways for meaningful, innovative, and shared-value partnerships with the business sector in Ghana that can leverage results and resources for children and young people.
Through the UNICEF Startup Lab (USL), UNICEF is actively engaged in supporting a growing portfolio of social-impact startups working on innovative, digital, solution-oriented businesses in areas impacting children, young people, and communities, and provides a six-month programme for founders featuring business acceleration, prototyping, networking, mentorship and investor engagement opportunities. Ghana also participates in the Digital Public Goods Alliance (DPGA) as a Pathfinder Country.
The USL provides support for the discovery, development, use of, and investments in DPGs of high relevance to Sustainable Development Goals (SDGs) and the integration of the DPGs within national digitalization initiatives. Such initiatives also provide entry points for wider business sector engagement and investment for young people, including through policy commitments and scaled investments.
UNICEF is also leveraging the global GIGA initiative to accelerate school connectivity in Ghana, with a school mapping exercise underway. The overall purpose of the consultancy is to strengthen the contribution of UNICEF to advance youth entrepreneurship, innovation, and DPG-related opportunities in Ghana, using the USL as a focus point, and to accelerate the development, management, and implementation of partnerships with key stakeholders.
This supports the acceleration of GIGA in Ghana through building partnerships with telcos and exploring innovative financing models. The consultant will serve as a resource for UNICEF on the USL, DPGA, and GIGA and will support UNICEF to implement a related development project with KOICA entitled “Accelerating entrepreneurship and Innovation in Ghana”.
