The position is assigned in the Climate Change, Resilience, and Environment Cluster (CCRE) within the Climate Change and Sustainable Department (CCSD). CCSD provides leadership, innovation, and knowledge sharing for ADB’s sector and thematic work. CCRE leads the Bank’s work in responding to the growing need for innovative policies, institutions, and investments to lead the region to a low-carbon, climate, and disaster resilient future; and supports ADB’s operations departments (ODs) to develop and implement climate and disaster resilience projects, integrate disaster risk and climate change considerations into their broader portfolio of projects, and access climate financing.

Job Purpose: Climate Change Specialist – Asian Development Bank(ADB)
The Climate Change Specialist will serve as the project development manager of the Japan Fund for the Joint Crediting Mechanism (JFJCM or the Fund) and play a key role in assisting the Asian Development Bank in discharging its duties as the Trustee of the Fund by supporting the JFJCM Fund manager and the operations departments to develop JFJCM project pipelines and to meet requirements of the Joint Crediting Mechanism (JCM). The incumbent staff will report to the Director, CCRE and supervise National Staff and Administrative Staff. Incumbent may work closely with national and international consultants supporting the JFJCM operations.
Responsibilities: Climate Change Specialist – Asian Development Bank(ADB)
Support ADB operations in accessing carbon finance through JFJCM;
Assist the JFJCM Fund manager in managing the portfolio of Joint Crediting Mechanism (JCM) projects supported by the Fund for successfully meeting requirements of JCM, JFJCM and the disbursement of financial grants by the JFJCM in accordance with the implementation guidelines of JFJCM;
Contribute toward the development of greenhouse gas mitigation projects in ADB’s DMCs and enhance portfolio of the Joint Crediting Mechanism (JCM) projects supported by the Fund by tracking ADB’s project pipeline of projects and actively engaging with ADB operations departments to identify and pursue potential opportunities for providing additional financial support from the Fund;
Support development and processing of applications submitted by ADB operations departments to the Fund and coordinate processing of applications with the financing partner
Support financial management of the Fund including disbursement of carbon finance to counterparts contracted by the Fund;
Support JFJCM Fund manager in the preparation of necessary internal and external reports on the Fund;
Contribute to activities for advocacy, dissemination and knowledge building around issues related to climate change and carbon market;
Supervise the performance of reporting staff and consultants, providing clear direction and regular monitoring and feedback on performance;
Perform other climate change work assigned by the Director CCRE.

Relevant Experience & Requirements
• Master’s degree or equivalent in environment, finance, management or relevant fields. Alternatively, university degree in related fields and at least 5 years specialized experience relevant to the position can be considered.
• At least 8 years of relevant professional experience including international work experience
• Extensive experience in carbon finance with particular focus on the JCM project development and management. Experience of working in ADB’s developing member countries is an advantage.
• Excellent written and verbal communication skills in English is required.

General Considerations
The selected candidate, if new to ADB, is appointed for an initial term of 3 years coterminous with the life of the Fund.
