GGGI is partnering with the Government of Paraguay (GoP) to support readiness activities for the country to access climate finance from the Green Climate Fund (GCF).
In order for Paraguay to reach its climate change and sustainable development objectives, the GoP seeks to increase its access to climate finance (particularly the Green Climate Fund, GCF), build a pipeline of bankable projects, strengthen gender-inclusive strategic climate finance frameworks, and increase participation of the private sector in green project development.
In order to support these efforts, GGGI is working directly with Paraguay’s Nationally Designated Authority (NDA) under the Ministry of the Environment (MADES) through its Directorate of Strategic Planning to improve Paraguay’s Readiness to access finance for climate change and green growth projects.
The Readiness program aims to build the capacity of the Government of Paraguay and relevant country stakeholders to plan, finance, implement and monitor climate change mitigation projects in priority sectors that reduce short-lived climate pollutants (SLCPs), greenhouse gas (GHG) emissions, and contribute to Paraguay’s targets under the Nationally Determined Contribution (NDC).
Paraguay’s vulnerability to climate change impacts is very high, ranked 12th in the Climate Risk Index 2019, which represents a significant risk for the main productive sectors of the country. Paraguay’s Climate Change Law prioritizes the identification, access, and efficient use of long-term affordable climate finance to achieve the country’s climate change mitigation ambitions.
OBJECTIVES OF THE ASSIGNMENT: Climate Finance Expert – Global Green Growth Institute (GGGI), Paraguay
The Climate Finance Expert will ensure that climate and sustainable finance considerations are integrated in the projects’ deliverables, promoting the mobilization of national and international finance towards Paraguay’s low carbon development target.
The Climate Finance Expert lead the development of Paraguay’s Private Sector Engagement Strategy for the AFOLU sector and support the development of the supporting Climate Finance Communication Campaign.
The Private Sector Engagement Strategy for the AFOLU Sector will target both the supply and demand for affordable climate finance: on the demand side, the Strategy will develop recommendations to strengthen AFOLU producers’ understanding of the international and national climate finance architecture, climate change rationale, innovative business models, available financial instruments, positive and negative externalities from the sector, among others.
On the supply side, the Strategy will provide actionable recommendations for providers of finance to the AFOLU sector to integrate E&S considerations and climate risks into their investment decision making processes in order to increase the flow of finance to sustainable AFOLU enterprises and projects.
The Strategy will be complemented by the development and implementation of a Climate Finance Communication Campaign to disseminate its recommendations, build climate finance literacy among the Strategy’s target groups and lead to improved investment decision making

All deliverables, including the final report, must be approved by the GGGI with the agreement of the Ministry of Environment and Sustainable Development (MADES). The Consultant should strive to integrate GGGI’s and MADES’s comments within 14 days from the receipt of the comments or modification requests.
EXPERTISE REQUIRED: Climate Finance Expert – Global Green Growth Institute (GGGI), Paraguay
- Bachelor’s degree in sustainable development, finance, social, science, business administration, or relevant fields;
- Advanced degree in sustainable development, public policy, governance, finance, business administration, or other relevant fields is a plus;
- Preferably 7 years of relevant professional experience in the government or private sector in the environmental activity;
- Experience work in developing financial strategies, plans or instruments, ideally for the AFOLU sector or NDC financial strategy
- Experience working closely with government and non-government stakeholders, private sector, particularly in developing countries, and with intergovernmental organizations (IOs) is a plus;
- Fluency in Spanish is required, English fluency is a plus
- Open call for national and international consultants
The consultant will report to the Project Manager and the Paraguay GCF NDA in the Ministry of Environment and Sustainable Development (MADES).
During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the NDA and the Project Manager.
The consultant may be required by either the NDA or Project Manager to work within the premises of the Ministry of Environment and Sustainable Development, for the days of the consultancy.
