This vacancy is a regional staff position with local remuneration package, including relocation to eligible candidate.

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire.

Overview: Senior Climate Change Officer – ADB

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Climate Change and Disaster Risk Management Division (SDCD) within the Sustainable Development and Climate Change Department (SDCC) and will be strategically placed in the Pacific Subregional Office (SPSO) of the Pacific Department (PARD). SDCC provides leadership, innovation, and knowledge sharing for ADB’s sector and thematic work.

Environmental Scientist Intern – TETRA TECH, United States

The SDCD coordinates and provides strategic guidance on ADB’s work on climate change and disaster resilience, and administers climate change and disaster risk management funds. PARD is responsible for maintaining client relations and delivering ADB assistance to countries in the Pacific region.

Job Purpose: Senior Climate Change Officer – ADB

The Senior Climate Change Officer will provide in-depth technical support to the development, implementation and coordination of ADB’s climate change agenda across SPSO countries (Fiji, Tonga, Samoa, Niue, Cook Islands, Kiribati, Tuvalu), working with the country teams on upstream analysis, Country and Regional Partnership Strategy development and annual programming, coordinating the activities and outputs of SDCD, compiling and analyzing thematic and sector information, supporting sector teams with project design and monitoring progress of ongoing thematic and sector work related to climate change, and coordinating with regional institutions and development partners on climate change initiatives.

The Senior Climate Change Officer will support the design, development, processing, implementation, and evaluation of technical assistance projects related to climate change. She/he will act as focal person in:

(i) maintaining an overview of ADB’s climate operations in SPSO countries, including lending, non-lending, Public-Private Partnership (PPP) and non-sovereign work;

(ii) the preparation of status reports, briefing papers, speeches, and related materials for senior staff across ADB and Management, and maintenance of partnerships and ADB’s participation in external networks; and

(iii) report on relevant work and progress made by ADB on the climate agenda to corporate reports and external stakeholders, where relevant.

The staff will also provide support in the tracking and monitoring climate finance in ADB and liaise with other multilateral banks regarding shared initiatives including climate finance and greenhouse gas accounting.

The incumbent will report to the Director, SDCD under direct supervision of Regional Director, SPSO and will work closely with the regional climate focal staff in ADB’sPacific Department.

Responsibilities: Senior Climate Change Officer – ADB

a. Country Partnership Strategy and Country Programming

  • Supports the regional mission to integrate climate adaptation and mitigation considerations into development of the country and regional partnership strategies and annual country programming missions.
  • Maintains an overview of climate operations in the country, including lending, non-lending, PPP and non-sovereign operations; assists in monitoring ongoing technical assistance projects related to climate change.
  • Acts as the key person to engage with implementing agencies and ministries on climate change; and connect key government actors with relevant sector teams and SDCD.

b. Investments, Policies, Strategies and Frameworks (Climate Change)

Undertakes research (including policy and sector issues, best practices), data collection, and analyses to support project development, policy and sector work; prepares relevant papers and briefing notes; monitors, compiles, and updates policy and sector initiatives, activities, products, and tools at the national, sub-regional, and regional levels, including projects, programs, roadmaps, guidelines, standards, case studies, and other activities and materials that can provide direction in furthering ADB’s climate change program.

Conducts analysis to address raised issues and provides information on climate change in response to inquiries.

Provides substantial technical inputs in the design, development, processing, implementation, and evaluation of ADB investments and technical assistance on climate change including consultant selection and recruitment and review of consultants’ outputs.

Assists in the development and monitoring of activities and deliverables under ADB’s climate change strategic framework and corporate results framework.

c. Climate Change Information and Dissemination

Provides technical inputs in preparing speeches, briefing notes and presentation materials for workshops, conferences, meetings, and seminars, including those for senior staff and Management.

Provides technical inputs and disseminates knowledge materials and coordinates with operations and sector and thematic groups for the development of investments and exchange of information related to climate change.

Acts as the key person in carrying out plans for climate change communication and knowledge sharing and capacity building.

Acts as the key person in collecting, reviewing, and maintaining information on climate finance.

Acts as the key person to address external requests and provide critical support in organizing and coordinating events at international foras and/or climate change conferences.

Provides inputs to support the development and maintenance of the SDCD and Climate Change and Disaster Risk Management Thematic Group websites, including related databases.

Ensures the availability, accuracy, and efficiency in retrieving information needed for the analysis, evaluation, formulation, and monitoring of information on climate change including speeches, briefing notes, materials, talking points, and other contents.

d. Operational Support

  • Provides inputs for the preparation and updating of the climate change work plan and accomplishment reports, including assessment of resource requirements in coordination with relevant colleagues.
  • Leads the coordination and preparation of inputs to the RD, Sector Group, and SDCC Management Information System, quarterly accomplishment reports, write ups on the three-year rolling work program and ADB annual report.
  • Participates in internal working groups including SovOps, and whatever may be assigned.

e. Others

  • Provides day-to-day technical oversight, knowledge sharing and guidance to other National Staff and Administrative Staff.
  • Performs other duties as may be assigned and reflected in the incumbent’s work plan.

Qualifications: Senior Climate Change Officer – ADB

Relevant Experience & Requirements

  • Bachelor’s degree in the fields of environment, climate, economics, engineering, social science, policy, and other related disciplines, preferably with Master’s Degree or equivalent.
  • At least 8 years relevant experience particularly in climate change mitigation and adaptation, climate change policy, climate finance and/or project development work, and at least 4 years supervisory experience.
  • Knowledge of ADB or other multilateral organizations’ products , processes, and systems on project/program processing and other programming activities, an advantage.
  • Demonstrated strong research, writing and presentation skills.
  • Effective report-writing and communication skills in English.
  • Able to liaise and work effectively with internal and external stakeholders of ADB
  • Able to work collaboratively with teams as a constructive team member.
  • Excellent presentation and written and verbal communication skills in English is required

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
