World Bank Group Africa Fellowship Program
The Infrastructure Practice Group is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. As part of the Infrastructure Practice Group, the Energy & Extractives (EEX) Global Practice (GP) focuses on providing affordable, reliable and sustainable energy to meet the needs of fast-growing economies, ensure universal access to modern energy services for people in client countries, strengthen policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors for public benefit. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance.
The GP has a strong engagement in development policy operations in the Europe and Central Asia (ECA), where energy and related reforms are key components/pillars of the economic reform agenda. The GP works on a range of regional platforms and programs such as the Energy Community of South East Europe, the Central Asia Regional Economic Commission (CAREC) and a variety of multilateral partnerships with the European Commission and other institutions. Overall, ECA serves 31 client countries with a total population of about 916 million, with a majority living in middle-income economies.
Within EEX, the ECA unit (IECE1) manages a large and diverse portfolio of active projects in about 20 client countries, including investments and advisory services supporting the: (a) scale-up of energy efficiency investments and programs through a range of programs such as credit lines, energy efficiency revolving funds for public and municipal investments, development of energy service companies and support for residential programs; (b) development of national and regional electricity markets in Southeast Europe, Central Asia and Turkey – with a growing focus on regional gas sector development; (c) rehabilitation and modernizations of power system infrastructure, hydropower generation, district heating networks, gas networks; (d) support to decarbonize the energy sector with a focus on renewable energy development and accompanying regulatory and transaction support; (e) integrated assessment, planning and development of energy and water sectors, particularly at the sub-regional level in Southeast Europe and Central Asia; and (f) implementation of reforms in the areas of achieving structural and regulatory consistency with the Energy Community Treaty (for countries that are signatories), sector governance and tariff transitions.
DUTIES AND ACCOUNTABILITIES: Senior Energy Specialist – World Bank, Paris, France
The World Bank seeks to recruit a Senior Energy Specialist to join the Energy Team based in Paris, France, with experience in energy policy dialogue, advisory services and investment lending.
As a member of the team, the candidate will report to the Practice Manager of IECE1 and work alongside a group of professionals based in Washington DC, Vienna, and throughout the Europe & Central Asia region, performing the following duties:
– Management of operations, carrying out policy dialogue and advisory work in EU countries. Be part of the Energy GP engagement in these countries which includes energy sector reforms, decarbonization, electricity and gas transmission projects, renewable energy, energy efficiency, district heating, hydro power, just transition, geothermal energy, sustainable heating and public-private partnership projects.
– Coordinate multidisciplinary teams of local and more junior staff, staff from other Global Practices, consultants and firms, and ensure timely delivery of assignments meeting the required quality and within budget.
– Actively participate in overseeing implementation of energy operations with the aim to enhance quality and accelerate implementation. The Senior Energy Specialist would play an active role in the Bank’s policy dialogue with the authorities, development partners, and other stakeholders on strategic energy issues and implementation of ongoing energy sector reforms.
– Forge strong partnerships with EU and with experts which can better inform the Bank’s energy strategies and result in higher quality implementation and impact of Bank-supported programs. This will require effective communication and outreach to key stakeholders including client governments, academia, civil society organizations, media, other development partners and other Bank Group units.
– Actively seek opportunities to apply Maximizing Finance for Development (MFD) principles in our work program and build a strong internal WBG partnership with IFC and MIGA as well as networks with private sector stakeholders that can contribute to the achievement of our development objectives.Â
– Actively champion the climate agenda both mitigation and adaptation, through operations, ASA, and client dialogue.
Selection Criteria: Senior Energy Specialist – World Bank, Paris, France
• Master’s degree in engineering, energy planning/economics, business administration, or equivalent areas relevant for energy/extractives sector development;
• At least 8 years of combined experience in the World Bank, other international institutions and/or companies, government agencies, and/or energy sector utilities with demonstrated track record of successful engagement with complex projects;
• Demonstrates solid understanding of energy/extractives policies, technologies or strategies, private sector participation, and institutional development needed to support development and for the success of project and analytic work;
• Translates technical analyses into policies, operations and/or research as they relate to any of the following thematic business lines: Economics; Energy Utilities Management and Financing; Energy Efficiency; Renewable Energy; Energy Finance; Hydropower; and Power Systems and Technologies;
• Strong experience in planning, designing, and implementing energy infrastructure investments, preferably in electricity, natural gas, district heating, sustainable heating, energy efficiency and/or renewable energy. Experience in geothermal energy would be an advantage;
• Experience leading and/or playing key roles in policy dialogue with clients and stakeholders;
• Experience working on World Bank or other international financial institutions lending and advisory operations is desirable;
• Demonstrates active listening skills and the ability to influence the audience (such as counterparts in government, international partner organizations, academia, and Bank colleagues, senior staff and managers);
• Excellent track record in coordinating teams and carrying out high quality and timely analytical reports and activities would be advantageous;
• Experience working with large global teams, with an ability to produce high-quality results and outputs with minimal supervision is required;
• Ability to work independently, taking initiative, and flexibility in quickly adjusting to changing work program requirements;

• Energy Policy, Strategy and Institutions – Solid understanding of energy policies, strategies, institutions, and regulations, especially in the EU context;
• Project Management – Demonstrated ability to originate, plan, execute, control and complete a given task to achieve specific goals with a team on time and on budget.
